With the Stop Heling app you can check using serial numbers, barcodes and licence plates whether the product you’re buying has been stolen or not. The app finds out whether the product is registered as stolen in the database of stolen goods declarations of the Dutch police. The app also offers the option to save your own goods, including serial number and photo: very useful for insurance after theft, fire or a possible report to the police.

The challenge

Do you want to buy a second-hand laptop, bicycle or scooter? It’s good to be certain that you’re buying it in a fair, legal manner. There are more than 1.5 million stolen items in the police database. This means there’s a chance that you could be buying a stolen bicycle without your knowledge. So how could we improve this?

 

The solution

Commissioned by the police, we developed the Stop Heling app with the aim of decreasing trade in stolen goods. Before you as a consumer want to buy a second-hand product, either online or in a store, you can check with the app whether this product has been stolen. The app scans a serial number, barcode or licence plate and you can immediately see whether or not you are buying a fairly-traded product. In addition, you can register your own goods in the app, which remains private to you. You can also export the information as a PDF and email this file to yourself, or save it in the cloud. If your house is then broken into, you will immediately have all the details of the stolen items at hand in the app for your report to the police. This data is entered into the police database so that everyone can see that the items are stolen, thus preventing them from being resold.

The execution

The app had to be as easy and user-friendly as possible, and it is, partly because the team of the national police knew exactly what it wanted and how it wanted to use the app. This made the collaboration very easy. There are no complicated steps in the app: you can quickly add items to your personal list, and with the push of a button you can scan products. The scanner identifies whether it’s looking at a serial number, barcode or licence plate.

 

The result

Thanks to the Stop Heling app, consumers now know with more certainty that they are not buying a stolen product. This is not only good for the consumer, but it also makes the trade in stolen goods less easy for criminals. The more people use the app, the easier it is for the police to stop the sale of stolen goods.
